Empowering Local Democracy and Multilevel Action: UCLG and CHAMP

Anchored in the official LGMA constituency presence and the Global Taskforce (GTF) roadmap at COP31, this high-level flagship session places local and regional governments (LRGs) at the center of the climate debate. The session demonstrates how multilevel governance, horizontal and vertical integration can accelerate sectoral climate transitions, directly supporting the COP31 Presidency's target to increase electricity's share of final energy consumption to 35% by 2035. It achieves this by specifically focusing on clean energy integration (housing, the built environment and transport electrification) and zero waste (methane reduction), exploring how national frameworks must enable subnational execution to bridge the implementation gap for NDCs.
